When this happens, then you should be trying A/B testing your email sequences.
You should try and use Curiosity, Urgency and other psychological triggers to get people moving through your funnel (or email series in this case).
If you have a conversion problem then maybe your offer is not good enough. Try offering risk reversal, trials or Irresistible Offering Formulas to get people to convert.
If this still does not happens, then ask people why they don't buy or not convert. Just email them nicely, being grateful and thankful for the interest and ask why they didn't buy. That information is gold for improving your product!

Build an email welcome campaign that gains you trust by giving them useful information and gradually ask questions that generate personal answers. Once you know a snippet of information about someone you can then write a personal email to them.

Send follow up emails, also I always add a tag for people who click links in emails. That way you can email all link clickers separately if they did not purchase
