Like everyone else said, Illustrator, is better for vector art. However, I use both and when working in Photoshop, I make vector shapes and paste Illustrator vectors as Smart Objects. I also use the Libraries often to add saved Graphics to my files. Also, make your Photoshop file art as nondestructive as possible by using Adjustment layers, Smart Objects, Smart Filters, etc.

I concur with Alan’s response. Illustrator and Photoshop do share functions that are both raster and vector based...however, Photoshop’s main wheelhouse is rasterized function, and Illustrator excels with vector based artwork. Illustrator definitely carries a different learning curve, but once you get it, you’ll never look back.

You can make vector art in Photoshop using Shape Layers, custom shapes and the Pen tool. I wouldn't recommend it, though, if you're serious about creating vector artwork. The reason people suggest you use Illustrator instead is practical: Illustrator is built to create vector art, and it makes many more tools and techniques available than Photoshop. Ps was and remains a tool primarily for manipulating raster images. Its vector and type features are tacked on. They're okay, but just a little awkward and primitive by comparison with its sibling programs. So, while you can make simple vector shapes in Ps, color them, merge them and so on, you will very quickly run into its limitations.
