how to increase qulity of a picture in adobe photoshop

I have been trying to increase the quality but I don't know how to do it

Go into image>image size>(adjust to your liking) I recommend resolution to be 300 pixels

In fact, this is not possible, but you can use photography enhancement techniques. If you add brightness, sharpness, and retouch noise, you can achieve good results.

You won't be able to in photoshop, as the quality is the quality. There is however AI Software 'Topaz Gigipixel' that can increase (https://topazlabs.com/gigapixel-ai/) . I was sceptical, but really works a treat, it does cost but I think you can do a free trial.

You can't increase quality. If your image is 3x2 @72dpi, and you blow it up to 12x6 and set the dpi to 300, it won't do anything. If you have grainy photos, you can sometimes use softwares like Topaz and it can help, but most of time, it is what it is.
