Refreshing page a bunch to get ticket to appear?

After the ticket updates to the correct person to be routed to, why won't the ticket appear when those changes are saved? The user can clearly see the change being made from one owner to the correct owner, yet we have to refresh the page, not save anything else, to get the ticket with the link/all the details to appear - and not just once, usually twice or more! Can something be done to stop this?

I would like to have the Licence Number of my V14? to refresh my Version. At precedent I cannot do any drawings for our new home. I have lost? a lot of the program that I lost in the 1919 floods in our home town. I have been able to have the number previously but I lost that among other things.
