You can check CPQ licenses in Salesforce by navigating to Setup > Company Information and looking under the Installed Packages section or by checking Users with the CPQ license assigned.
1. Go to Setup | Installed Packages
2. Scroll to the Salesforce CPQ Link
3. Next to the link, there is a link titled "Manage Licenses"
