Why is price to high for individual users?

I feel that organizations can purchase the licenses in bulk, however develops don't earn much amount and the price is too high if I wish to purchase a license for my personal use.

As a java developer I would say. It's 5 times more expensive than its counterpart, MyEclipse, and really integrates with more tools, making it easier to write code. But I think it's really expensive. But if you have a high budget project, I think it makes sense to use it because it will speed you up considerably.
