Why do you ask for documents when you don't review them?

Had the same issue with this company - four different certificates/grades transcripts were submitted on four different occasions, but the researcher seemed to be unable to verify the details of the degree provided despite the candidate having provided them with the email details/direct phone number of the awarding university.
