Why do I get no refund for the projects that never goes live?

Why am I have to keep making payments over and over to send proposals to each projects? I get it you have to avoid spamming, but it's also legit that you guys are ditching money out of hopeless freelancers pocket.

It's just another way that Upwork makes money! It's been getting more expensive as the years go by. :/ They won't refund you if the project doesn't get started. You just have to pay to apply! Pay to play, as they say
