When will Apple allow for iOS updates to automatically apply to devices that have pin codes applied?

I believe you could accomplish through the use of Smart Groups. You can create a smart group automatically populated with devices that meet certain attributes--such as OS version. Then assign a configuration profile the then enforces a passcode with the scope including this smart group.
