Figma has a limited free plan. For more complex projects a premium plan would be needed though as you may need multiple pages. Figma makes it easy to share and comment freely as well though so you don't need many licenses.

Figma is free for starters, you almost have full functions. With a starter plan, you can create 3 collaborative design files maximum. You also have the option to create unlimited personal drafts.
