I have tried to use the CSV import for Business Email Compromise List

How can I better import the users / emails, can you please send me a sample csv ?? or provide a better integration for the "Business Email Compromise List" allowing for an integration to AD or O365.

You're also welcome to try a feature called Directory Integrations, which auto-integrates into O365 and Google. Essentially, all your VIPs get auto-loaded for protection.
