How do I get high scores on https://pagespeed.web.dev/

If a website is fast in real life, but Google doesn't think it is, will this impact seo? My gut tells me yes, so therefore my question is... on Cloudways, how do I get high scores https://pagespeed.web.dev/ so that I can maximize the SEO benefits. Thank you
