Do you mean a Designer? The answer is most often Illustrator for vector design and other content design. Photoshop for photo edits, retouching and sometimes for creating mockup.

This depends entirely on style, subject matter, etc. The answer is "yes"; but an "Illustrator" is a very vague term, rather like "Designer". When it comes to digital illustration, Adobe Illustrator and Adobe Photoshop fill very different roles in terms what they are used for. They are not even remotely interchangeable. Technicall Illustrators - eg, illustrators who perhaps render cut-away diagrams of hardware components for example - the Adobe Illustrator is the tool of choice for many. But, a Character Illustrator or Environment Aritst working on a video game, Photoshop will be more applicable.

I would say both since there are some functions that is easier to use in both of these softwares. It makes you be free of what you can do.
