Do I neeed Azure AD Premium license for every user?

With the free Azure AD, I can't assign groups to Enterprise application. Also, to assign a role to group, I need P1 license. My question is, would buying just 1 x Azure AD Premium P1 license unlock these features? I guess I don't need license for every user.

There's a free Azure AD licensing tier, if you'd like to buy a license, you can do it on a per-user basic as far as I know
