Some file formats such as PDFs, video/audio, ZIP, EPS and more cannot be opened in browsers and are automatically downloaded to the user's computer. Other file formats such as image files will open straight away. Then some like Word Doc or Excel will depend on the browser your judge is using and if it supports those files. You could say, file behaviour is at the browser's mercy! If you could send us more information on what type of files your judges had issues with, we will happy to troubleshoot with you.
